要懂得詞本無義，義由景生----只要是表示「可以選擇什麼的時候」，均可以使用adopt.
根據語境不同，常見的搭配有如下：

採取某項政策 adopt a policy
通過立法 adopt legislation
養成一個習慣 adopt a habit
以上可以看出，adopt分別有採取、實施、養成的含義。

例1： 我認為政府或許會制定總體的兒童健康醫療政策，但父母通常有最後的決定權。

It is not quite so easy to decide how governments should deal with the causes of overpopulation. Some countries have adopted legislation that requires parents to pay a special tax if they have more than one child. I doubt, however, whether this solution is realistic in other countries.
