tight 是很緊的意思，budget 是預算，
on a tight（small、shoestring） budget
就代表說，處於一個預算很緊張的狀態，
言下之意，沒錢

用於計劃支出的錢相對較少

She started her business on a small/tight/shoestring budget and could not afford to overspend.
