3. It『s （high） time + that從句（that可以省略，從句謂語動詞用虛擬語氣）是某人（早）該干某事的時候了。
4. It （This / That） is the first （second， third ……） time + that從句（從句要用現在完成時）。這（那）是某人第一（二、三……）次干某事。如主句謂語動詞是過去時，則that從句要用過去完成時。
